The normal Rhino import processes automatically migrate a 2.0 configuration to the new 2.1 features.
Rhino 2.0 provided a single rate limiter, that could throttle new activities based on the rate of inbound activities and events. Each RA entity could optionally be included or excluded from this process. The allowed rate could be configured to ramp up to the specified maximum beginning from a small value when the node started.

When you migrate from Rhino 2.0 to 2.1, rate-limiting features translate as follows:
