Promotions Commit Used Units Feature

PromotionsCommitUsedUnits handles all UsedServiceUnit requests for a set of promotions. The committing of UsedServiceUnits to promotion buckets is performed based on the analysis of session counters in session state. If the promotion script no longer applies when the used service units related to the promotion arrive, this feature will still handle the units.
