A Rhino management sub task for checking active alarms in the SLEE.
Lists any active alarms, and fails the build iff the failonerror attribute is set to true.

Ant Parameters
Attribute	Description	Required
failonerror	Flag to control failure behaviour. If 'true', the sub task will throw a `BuildException` if any alarms are active. If 'false', the sub task will throw a `NonFatalBuildException` instead of a `BuildException` if any alarms are active.	No. default value is taken from the Rhino management parent task.
