DoNotChargeSipSession is a system feature that is used to disable charging for a session.

It disables charging on a SIP session, and carries out these actions:

for each active ReservationChargingInstance in the session, clears any charging instructions that are pending and finalises charging if the charging instance is not in the Final state.
sets the MonitorCallOnly session state field to true.
