Only forcibly remove SBB entities if necessary

SBB entities should only be forcibly removed if they do not remove themselves due to some unforeseen error during event processing.

Example

To remove the SBB entity of the JCC VPN SBB in the JCC VPN service with the primary key 101:109823584382:145:
