On initial registration, the IP-SM-GW informs the HLR that an IP-SM-GW is present, and sets it to be active. IP-SM-GW also informs the HLR the user is ready to receive short messages.
On deregistration, the IP-SM-GW informs the HLR that the IP-SM-GW is not active for this user.
