SNMP static OIDs

SIS now uses SNMP static OIDs (added in Rhino 3.1). For more information see Static OID introduction.

Open source libraries

All open source libraries have been updated to the latest available release. Of particular note:

Netty to 4.1.70.Final.
Guava to 30.1.1-jre.
