Fixed a codec error in in-datatypes.map.AccessPointName that prevented use of '-' in network IDs. (CGIN-1730)

Corrected a defect in in-datatypes cc/AccessPointName codec which resulted in '-' not being accepted in the network ID parameter. (CGIN-1731)

Corrected defect in AccessPointName codecs (cc and map) that resulted in an ArrayOutOfBoundsException if '-' was the last character in the network ID string. (CGIN-1732)

The Simulated TCAP stack will now correctly pass provider aborts to CGIN as provider aborts instead of user aborts. (CGIN-1726)
