Java 11 — SIS now depends on and requires Java 11.

New Rhino version required — SIS now requires Rhino 3.0.0.
Java 11
SIS 3.0 depends on and requires Java 11, with both Open JDK and Oracle JDK variants of Java tested and supported.
Due to the significant changes between the previously supported Java 8, and Java 11, this may be disruptive for customers with custom developed applications deployed with SIS.
